The block with the high density ban cannot level up to 5 due to the ban.īelow the sinkhole at the bottom of the screen and to the right of the 4 lane road to the right of the sinkhole at the top of the screen are office zones. Moving left from the sinkhole, I have a block of low density residential, all level 5, a block of high density residential, levels 3 and 4 with high rise ban in effect, then high density residential, all level 5, no high rise ban. This includes the office spaces bordering the housing. The high rise ban is in place for the two districts where low density residential are seen. TL:DR It's more for asthetic purposes at the sacrifice of potential tax revenue.
